三中有二，初正明傳欲。前明出界即失欲法；此由難緣，故開暫出。必下，次明遇難不往。恐謂出界開成，輒例同故。下引文決，須知別眾制急，雖難不開。

The third section has two parts: first, directly clarifying the transmission of chanda. Previously it was explained that leaving the boundary immediately loses the chanda procedure; here, due to adversity, temporarily going out is permitted as an exception. "If definitely..." next clarifies encountering adversity and not proceeding. This is for fear that one might think leaving the boundary is permitted and valid, and rashly generalize it. Below, texts are cited to resolve this; one must know that the prohibition against factional assemblies is strict, and even in adversity no exception is made.
