In “Contrasting with the Non-Buddhists,” in the first text: “Non-Buddhists” refers to those who do not accept the Buddha's transformation and separately practice heterodox teachings. The Sarvāstivāda Vinaya Vibhāṣā on the precept against trading says: The six fundamental teachers taught fifteen disciples each, each receiving and practicing different views; the six teachers each had distinct teachings differing from those of their disciples; master and disciples altogether numbered ninety-six, transmitted thus without interruption. (The Mahāsāṃghika-vinaya has altogether ninety-six kinds of renunciants: the Buddhist path makes one, and non-Buddhists make ninety-five; the full tally is not entirely clear, as the two sources differ.) Although each established a teaching, it was not the correct path, no different from having none; because they lacked the Dharma, they dwelt alone in emptiness; hence it says “by themselves.” “Persons of respect” refers to their rank surpassing humans and devas; “high path” refers to both being capable of transcendence. “Instituting these precepts”: precepts are the noble Dharma, instituted to be received and practiced; if one receives them, the noble wealth is internally provided; if one practices them, fine virtues are externally manifested. Surpassing external worldlings, they are therefore respected and high. The two words “in contrast to” represent precisely the Buddha's mind; the statement “instituting precepts” resided solely in his golden mouth. (In the past, commentators divided this section under the arising of the teaching at the council; therefore, this one line gave rise to very many vain disputes.)
