心念中，初通示。若下，別釋，初明開法。指如前者，即上立法通局中，開有齊限不可濫涉。若作下，示本法。

Directing 'as before' means that within the above general and specific rules for establishing procedures, exceptions have strict limits and must not be confused or overstepped.
