The three small [boundaries] are two: first, listing the three characteristics. A few persons reciting the precepts also illustrates that difficult circumstances do not admit many [people]. 'Difficult circumstances' refers to people of discordant mind who wish to censure the procedure. From 'This' downward explains openness and obstruction. Each is dedicated to a single procedure: its own share is termed open, and other procedures are obstructed. The small boundary for ordination involves four procedures from beginning to end; poṣadha and pravāraṇā have one each. There are also cases of openness; the Commentary says: 'It is not that there is no raising of offenses, for then there is announcement and deśanā'; compared to the lower two, it is unreservedly termed obstructed. 'Leisurely and relaxed' means that the difficulty has quieted and there is no causal condition [of danger]. The text orders that it be dissolved immediately, clearly showing it is not open.
