The precept platform: according to the old explanations in the Commentary, fifteen procedures are excluded. Requesting a bowl, forfeiture, and deśanā contain four; the pure ground includes dissolution; the kathina robes abbreviates relinquishment; hence it says 'and so forth'. Furthermore, the previous text of the Commentary states that bodily and legal uniformity are not open on the platform. (Also, appointing a person for the kathina robe, and rewarding labor for a deceased person's property, together exclude nineteen.) Those excluded are obstructed; the remainder are termed open. Poṣadha, pravāraṇā, and robes of the deceased—these three, when there is difficulty, are slightly open on the platform. As for the reasons for exclusion: poṣadha is an assembly of all, prescribed originally for the great boundary; pravāraṇā, receiving days, and the kathina robe require the place of the rains retreat; requesting a bowl and robes of the deceased belong to the saṃgha treasury; dissolving a boundary requires the original place of binding; robes and food must rely on the dwelling of the saṃgha; and bodily and legal [presence] must be known throughout the boundary.
