In the concluding admonition: the first two phrases directly urge [compliance]. If the transaction fails through these additions, both oneself and others are harmed; since the offense is not light or trivial, strict warning is given. One must learn it directly in person to avoid these offenses. Below, from 'if', it explains the selection of persons. The sthavira (senior elder), as explained in the Mahīśāsaka-vinaya, is one above whom there is no other person. Although holding the head of the assembly, one must choose one who understands the Dharma; someone of high ordination age who is ignorant—how could he be deemed worthy? Below, from 'therefore', it cites proof. The Vinaya lists four persons: the senior elder and the second elder distinguish persons in terms of position; reciting the Vinaya or not reciting it distinguishes persons in terms of the Dharma. The text lacks the fourth. One who 'upholds the Vinaya' is the third; the Commentary states: 'It does not mean merely reciting the text; one must also understand the meaning.' As for the fourth, 'one who does not recite', the Commentary states: 'Although he does not reel off texts page after page, he clearly understands whether it succeeds or fails.' It also states: 'The Dharmaguptaka-vinaya lists them generally, all relying on capability; if someone should take part but is not yet adept, an exception is made to allow learning and repentance.' Below, from 'already', it guards against disorder. This can be understood.
