次釋羯磨，總分中。三番羯磨，是法正體；審眾量可，故云正決。僧法所加，本為受具，故云根本。下云結成，明彰體外。

Next, explaining the karmavācanā: in the general division, the three rounds of karmavācanā are the actual substance of the rite; examining the assembly to assess assent is called 'direct determination'. What the Saṃgha's procedure is applied to was fundamentally for receiving full ordination, hence called 'the root'. Below, 'concluding and accomplishing' shows that it is manifest outside the substance.
