Regarding prohibited precepts, it first clarifies strictness and relaxation. Prohibition is strictness, while exception is relaxation. In contrast to the preceding intrinsic precepts, four propositions are conceptually established: 1. The text is relaxed while the meaning is strict—exceptions among intrinsic [precepts]. 2. The text is strict while the meaning is relaxed—prohibitions among prohibited [precepts] (because they are not intrinsic karmas and are exempted according to conditions). 3. Both are strict—prohibitions among intrinsic [precepts]. 4. Both are relaxed—exceptions among prohibited [precepts]. The text from "Is it not..." downward directly shows the intent behind their arising. The above clarifies protecting the laity; the text from "Great compassion..." downward clarifies regulating the path. When the path incurs no loss, the laity generates goodness; a single prohibition achieves both, and skillful means reside herein. What the Nirvāṇa Sūtra calls "calming worldly mockery and suspicion" is precisely this meaning. "Pit of injustice": "injustice" refers to deviance and crookedness, because giving rise to slander against the saṃgha will inevitably lead to falling into evil paths with never an escape, which is likened to a pit; alternatively, in terms of retribution, it is an analogy for the painful destinies.
