In narrating the intent, the initial text has four sections. The first four phrases clarify that whoever is a leader of the assembly must follow the teachings. "A single region" speaks generally of places of distant and near transmission and propagation. As for "establishing universal rules": when matters are initiated in accordance with the teachings, other regions will follow them together; this is because crookedly indulging personal feelings does not flow outward. The upper two phrases clarify establishing regulations to standardise things; the lower two phrases clarify passing judgment when facing affairs. The four phrases from "Causing..." downward: the second clarifies immediate benefits. "Distant territories" and "different realms" are repeated expressions for the same thing; or perhaps "distant territories" refers locally to commanderies and counties, while "different realms" refers distantly to other countries, as in the example of the Patriarchal Master's fame soaring to the five Indias. The upper two phrases clarify outer conversion inspiring admiration; the lower two phrases clarify inner conversion growing day by day. "Gazing intently" means standing on tiptoe to look. "Spirit" is mind, and "deeds" are practice; when there is no mutual harassment, the mind and spirit are thus at ease; when the environment is superior and conditions are tranquil, practice and deeds then advance. From "If..." downward: the third clarifies that the assembly will inevitably follow conversion. The upper two phrases clarify that all matters can be raised up; the lower two phrases clarify that no one dares to disobey. From "How could..." downward: the fourth shows distant benefits. The upper two phrases take up the preceding immediate benefits and initiate the text below, hence saying "how could it stop at...". "Solemn" means tranquil. The lower two phrases directly show distant benefits. Both the Path and wisdom are the Buddha's true Dharma; the Path can generate and grow, so it is compared to a tree; wisdom can dispel darkness, so it is compared to the sun. "Luxuriant" is the appearance of rich abundance. "Just" also means "about to."
