治法中，總列九種。所以後二在七外者，以前七藥病互不相通；後之二藥，該前七病；即訶責羯磨云：當更增罪治是也。

Among the methods of governance, nine kinds are listed in total. The reason the latter two lie outside the seven is that the former seven medicines and illnesses do not correspond to one another; the latter two medicines cover all the former seven illnesses; this is what the reprimand karma calls "one should govern by increasing the penalty."
