初訶責法。律明佛在舍𭲸，因智慧盧醯那二比丘鬪諍為緣，故立此法。

First is the procedure of reprimand (tarjanīya-karman). The Vinaya clarifies that when the Buddha was in Śrāvastī, it was instituted on the occasion of a dispute between the two bhikṣus Jñāta and Rohiṇa.
