第二門，初標舉者。教興大意，如上已明。然其罪事重輕不同，欲本大聖裁量之意，故次明之。

As for the second section, the initial heading: the general purpose for the arising of the teaching has been explained above. However, offenses and matters differ in gravity; wishing to trace the Great Sage's intent in evaluating and establishing them, this is explained next.
