次科，明益中；初明善用。注云非生好者，以任情故；非生惡者，以依法故。是下，結益。

In the next section, "Explaining the Benefits": it first explains proper use. The note says "not producing goodness" because one acts arbitrarily; "not producing evil" because one acts in accordance with the Dharma. "This..." onward concludes with the benefits.
