Under "General Rebuke", the first two sentences rebuke presiding over affairs in ignorance. *Mei* is like "often". "Master" and "guide" have the same meaning; the author mentions them repeatedly. If one studies the teachings and knows the Dharma, conducting the affair accomplishes benefit; hence it is said to be "truly easy". If one does not study and is benighted about the teachings, self and others are both harmed; hence it is said to be "truly difficult". The intention is: being a master is inherently easy, yet for them it turns out to be difficult. "Merely..." onward traces the source of arbitrary practice. Following refers to cleaving to the old; reforming means renewing. Although an affair has been transmitted from antiquity, it may contain errors or correctness; they merely cling to the old, hence it is said "without reflection". "True teaching" refers to the Vinaya.
