In criticizing the ancients, the first two clauses clarify the violation of the original regulation. From "Arbitrarily" downward, it criticizes erroneous practices. Since they were already refuted in the preceding chapter, it points to them as above. From "Must" downward, it points to the teachings. "These circumstances" means either that it is difficult for the Saṃgha to assemble, or that there is doubt about the old boundary, so that one must go outside the boundary. However, the original regulation for a great boundary is not meant for difficult circumstances and additionally requires erecting marks; a minor boundary is contrary to this, hence it is judged invalid. If a great boundary is added, both circumstances and marks are proper, hence it says "without deviation". The next section cites the biography, which is precisely this event. The above settles [the matter of] the minor boundary. From "If according to" downward, it next indicates the ordination platform. Fearing that it might be applied inappropriately later, it is thus cited and indicated here.
