引制中。因前破內，故制令試初投之者。若破內外，即是永障，豈復試耶！人多錯解，故曲示之。（準〈沙彌篇〉，此即《長含》廢教，《疏》中亦令依彼；然須觀機用舍，未可全廢，故此出之。）

Under "citing the prohibition": Because of the previous case of destroying the internal, he instituted the rule to test those who come to join for the first time. If one destroys both internal and external, that is an eternal obstacle; how could he be tested again! Many people misunderstand this, so he explains it in detail. (According to the "Chapter on Śrāmaṇeras," this is an abrogated teaching in the *Dīrghāgama*, and the *Commentary* also instructs to follow that; however, one must observe capacities to adopt or discard, and it cannot be discarded entirely, so it is presented here.)
