問中。意謂但令在眾，可驗順違；而律文中未與羯磨，先須十戒，制意難顯，故問申之。答中。二意可解。

Under the "question": The intention is that merely having him stay in the assembly would allow one to verify his compliance or disobedience; yet in the Vinaya text, before granting the karma, he must first receive the ten precepts. The intention behind the prohibition is difficult to discern, so a question is raised to elaborate it. In the "answer": The two intentions can be understood.
