Under 'decisive judgment': 'Different schools' refers to the Commentary citing an objection: 'If one lacks a preceptor, one cannot follow that school.' The text from 'Must' down means that strictness and leniency are in distinct provisions and cannot be applied interchangeably. In that school, lacking a preceptor, wearing lay clothes, etc., are all allowed as exceptions to accomplish the reception, which is very lenient in the teaching. The Dharmaguptaka is not like this; its establishment of the Dharma has proper standards. Moreover, the matter of receiving precepts is great, and its principle admits no casual shortcuts; therefore, it requires following the strict.
