初中。申手內者，亦約空露。高勝處者，《疏》云：戒遮既淨，堪為道器；緣成業具，位登僧寶，豈卑下也。（有云壇上非也。）

In the first: 'Within the reach of an outstretched hand' also refers to an open and uncovered space. Regarding 'an elevated and supreme place', the Commentary says: When the precept obstructions are already purified, one is fit to become a vessel of the Way; when the conditions are fulfilled and the karmic act is complete, one's status ascends to the Saṃgha Jewel—how could it be lowly? (Those who say it means on the ordination platform are mistaken.)
