Under the first karmavācanā: the first text. "Rousing that Dharma": previously, the jñapti informed the community so that the assembly would know the details; this is the proper measure, initiating and bringing forth the preceding Dharma. First, it stirs and moves it; next, it lifts and gathers it in the air; finally, it pours it into the body and mind, accomplishing the internalization completely. The three procedures follow in sequence, each having its governing purpose. Because the power of mental karma is inconceivable, whatever is undertaken is invariably fulfilled. In each of the three turns of the karmavācanā, one always first encourages and advances the ordinand, informs the saṃgha, and only then conducts and chants it, as can be seen by examining the text. "Sinking and lifting": "sinking" means dim obscurity, and "lifting" means frivolous agitation.
