篇意中，上句示悲懷。拯急即拔苦故。次句明慈行。安危即與樂故。愚教任情，動成惡業；墮在苦處，喻如倒懸。（《孟子》云：當今之時，萬乘之國行仁政，民之悅之，猶解倒懸。）下二句勸修彰益。

In the chapter's intent, the upper line shows a compassionate mindset. Rescuing from urgency means pulling out from suffering. The next line clarifies compassionate practice. Calming dangers means giving joy. Ignorant of the teaching and giving free rein to passions, every movement turns into evil karma; falling into places of suffering is likened to being hung upside down. (Mencius says: 'In the present age, if a state of ten thousand chariots practices benevolent government, the joy of the people will be like being untied from hanging upside down.') The lower two lines encourage cultivation and manifest the benefits.
