《善見》中。明簡學業。檢行決疑，必依解律，故餘不許；下引《僧祇》。轉釋解相，遮濫預故；知二部律，不係四中。不能如上觀察機緣，然知律相，容可咨問。自餘不許，故云下至。

Under the Samantapāsādikā: It explains selecting according to studies. Examining conduct and resolving doubts must rely on understanding the Vinaya; hence others are not permitted. Below it cites the Mahāsāṃghika-vinaya to further explain the marks of understanding, in order to prevent unauthorized overstepping. One who knows the Vinaya of the two orders is not bound to the four [topics]. Although unable to observe faculties and conditions as described above, if one knows the marks of the Vinaya, one may allowably be consulted. Beyond this, it is not permitted; hence it says 'down to.'
