In the sixth, the first section: "four persons or a hundred persons" means that those capable of separating must fulfill a full assembly. "An excess of one person" means that the separated party need not be many persons. Being able to cause that assembly to all commit the fault of separation, it is therefore called causing trouble. This uses the original offense to conversely explain the intention of the exception. But because the phrasing is difficult to understand, commentary is required. First it shows the marks with reference to the exception for scarcity. From "Furthermore..." onward explains and establishes the intention of the exception. Saying "restricted" means that the donor household's goods are scarce. "Begging is hard to obtain" clarifies that the bhikṣus cannot avoid it. The Commentary says: "Food is scarce and people are many, and delivery is not permitted."
