釋中，《多論》，前明制老。初示制。以下，顯意。力衰故不堪苦，情耄故智鈍。七下，次明制少，初簡極小者，亦不得作沙彌。未下，明七歲已上者，不得受具。以下釋意亦二，初不堪苦，二是招譏。

In the explanation, the Sarvāstivāda Vinaya Vibhāṣā first clarifies the prohibition concerning the aged. First, it presents the prohibition. From "due to..." onward, it shows the intent: strength declines, so they cannot endure hardship; mental faculties become senile, so their wisdom is dull. From "seven..." onward, it next clarifies the prohibition concerning the young. First, it singles out the extremely young, who cannot even become śrāmaṇeras. From "not yet..." onward, it clarifies that those seven years and above cannot receive full ordination. The explanation of the intent from "due to..." onward also has two points: first, inability to endure hardship; second, inviting criticism.
