舉結集中，初文，上二句彰勝。善下，引示。有情之類，色心存亡，依乎壽命；佛法興廢，實在毘尼。此即論家顯示當時結集之意。

In citing the council, in the first text, the upper two phrases reveal its supremacy. From "Good..." onward, it cites and demonstrates. For sentient beings, the survival or demise of body and mind depends on lifespan; the flourishing or decline of the Buddha-Dharma truly rests upon the Vinaya. This is the treatise master revealing the intention behind the council at that time.
