Seventy-three. (The Buddha was in Śrāvastī. One among the group of six, knowing that he himself was guilty of an offense, feared being charged; he therefore first went to the pure bhikṣus and said: "I have only just learned that this dharma is contained in the Precept Sūtra." The Buddha thereupon instituted the precept.) The name of the precept, "Fearing Charges," is based on his emotional state; the commentary calls it "The Precept of Not Incurring Attention," deducing its root; the ancient masters said: "The Precept of Feigning Astonishment," which differs in wording from the present but is identical in meaning.
