次釋戒義，初科。引《雜心》者，顯示戒義，類通周遍，無境不發，無惡不禁；簡餘世善，局狹不周；禪無漏戒，唯情境發，皆非類通也。指廣如後，即戒體中。

Next, explaining the meaning of "precept" (śīla): In the first section, the *Saṃyuktābhidharmahṛdaya* is cited to show that the meaning of precept universally pervades all categories: there is no realm from which it does not arise, and no evil it does not prohibit; this excludes other worldly goods, which are narrow and not all-encompassing; the dhyāna and undefiled precepts arise only from sentient realms, neither of which universally pervades categories. Pointing out that it is elaborated below refers to [the section on] the precept-essence.
