The first condition, 'a dangerous place', refers to fear of bandits. The second, 'not warning them': if one warns them, there is no offense. The Buddha said: 'One should warn the women: do not come out, the road has fear of bandits. If they have already left the city, one should tell them: do not come to the saṅghārāma' (because the monastery is far from the city). Third, 'not being ill': the Vinaya says: 'If intentionally bringing food, one permits a sick person to receive it.' Fourth, the Vinaya says: 'If the donor places the food on the ground, or directs someone to give it, both are not offenses,' hence it says 'excepted'. As for non-offense: if they come to receive instruction or listen to the Dharma, providing their own food and having it offered.
