The sixty-seventh is the precept against eating beneath a stūpa. (Initially it was prohibited to eat greedily beneath a stūpa; later it was allowed that when there is a reason, one is permitted to eat beneath the stūpa, provided one does not soil the ground.) Recently, many are seen setting up vegetarian feasts in Buddha halls and sitting with their backs to the statues; discarded fruits and vegetables soil the ground all over. Although violating the prohibition is minor, the evil karma is exceedingly grave. High-minded persons of discernment should swiftly correct their faults; as for ordinary foolish elders, how could they even be addressed? The exception for the two dhūtas is because if they have things to discard and cannot stand up, they are permitted to gather them at the edge.
