立教意中，初文。約罪有無，顯示二教名義分齊，足為明準。聽中，不作無罪者，此望上行不稟為言；中下稟用，須依制法，違即有罪。若論聽教，亦有止作；文中不出，如後明之。

In "Intention in Establishing the Teachings," the first text: in terms of the presence or absence of offense, revealing the boundaries of the names and meanings of the two teachings is sufficient as a clear standard. In permission, "not acting has no offense" is spoken in view of superior practitioners not adopting it; when middling and lower practitioners adopt and use it, they must rely on the method of prohibition, and violating it constitutes an offense. If discussing the teaching of permission, it also has cessation and action; it is not brought out in the text, but will be clarified later.
