Affairs in the gate of permission originally belong to maintaining by action; because they extend to both cessation and action, they are divided into two gates: when dwellings and robes conform to the Dharma, it is called 'permitted action'; when a dwelling has hindrances or dangers, or a robe was involved in an offense so that it is improper to perform the ritual assignment upon it, it is called 'permitted cessation'. From 'Regarding...' onward, specific explanation; first, explaining 'capable of study'. (According to the Precept Commentary, there are procedures, namely formal determination, declaring purity, and so forth.) Under 'incapable of study', first referring to its identity with the preceding. From 'Only...' onward, a brief explanation. This means that regarding the excess or reduction in dwelling measurements, or the large or small amounts of surplus property, delusion and forgetfulness mutually arise; as long as one does not violate the teaching, it is called maintaining by cessation; because delusion is not capable of study, an offense is not prescribed. (Procedures refer to correctness or incorrectness in performing the karmans, where confusion and mixture arise together.) The upper two clauses concern delusion from beginning to end, such as making a dwelling or robe exceeding the measure while consistently believing it to conform to measure. The lower two clauses clarify a shift of perception: as when earlier the mind intended to make an excess, but later shifted to believing it conformed to measure; the earlier mind incurred a sthūlātyaya, whereas the later mind is without offense; hence it is called 'indeterminate'; now relative to the later mind, it is 'incapable of study'.
