初科，問中。言不一者，欲顯相須，故約互廢以問。及以三者，《業疏》作何不三合；謂有作俱無作，二法同時；直應更立一合，次前為三。

Under the first section, in the question: Stating "they are not one" is to reveal mutual necessity; hence, the question is asked in terms of mutually setting [one] aside. And regarding "and three": the Karma Commentary has, "Why not combine them into three?" This refers to the non-action that is concomitant with action—the two dharmas being simultaneous; one ought directly to establish one more combination to make three following the preceding [two].
