次明懺法，總分中，化教。具兼兩懺，通被二眾，如文所敘；又復二懺通大小乘；又所犯罪，通悔三世，總牒十業。

Next, clarifying the deśanā procedures. In the general division, the transformative teaching fully encompasses both kinds of deśanā and generally covers both assemblies [of renunciants and laypersons], as recounted in the text. Furthermore, both deśanās apply to both the Great and Lesser Vehicles. Furthermore, the offenses committed generally permit repentance across the three times and comprehensively encompass the ten courses of action.
