行相中，初科，上文指同。唯下，顯異。即二五奪智能中，不得說戒；今準《伽論》，眾無能者，得作說恣二法；例知無人即開誦戒，唯此為異。

That is, among the two sets of five deprivations of capacity, one is not allowed to recite the precepts; now, based on the Saṃghabhedavastu, if no one in the assembly is capable, one is permitted to perform the two dharmas of recitation and pravāraṇā; by analogy we know that if there is no one, reciting the precepts is permitted—this alone is the difference.
