三發戒者。問：與上能緣何異？答：前是能緣心，此即所發戒；由彼受體，無可表示；還約能緣，以彰所發。又前二作戒，後二無作；又三局受體，四落隨行。

Third, generating the precepts. Question: How does this differ from the cognitive mind above? Answer: The preceding was the cognitive mind; this is the precept that is generated; because that reception-essence has nothing to represent it, one returns to the cognitive mind to reveal what is generated. Furthermore, the first two are manifest precepts, and the latter two are unmanifest; moreover, the third is restricted to the reception-essence, while the fourth pertains to subsequent practice.
