In the third fault, first he provisionally grants the above meaning, namely: if the precepts increase and decrease on their own without depending on causes and conditions, what error is there in that principle? From 'Evil' downward, he points out the fault. Because the harmful mind is not exhausted, even toward the capable realm the mind is still unsettled. The Commentary states: 'Like a hunter maintaining [precepts toward] domestic livestock: when he goes hunting and catches nothing, and encounters pigs and sheep on the road, the mind of killing arises again.' By this one should know that the mind that obtains the precepts cannot tolerate a hair's breadth of evil. Surpassing the ten thousand wholesomenesses, guiding the five vehicles, and praised by all the noble ones—it is truly because of this.
