Under 'Fields and Gardens', in the first section, the text of the Sarvāstivāda Vinaya Vibhāṣā has four parts. First, it clarifies that if the Saṅgha's land is without consensus, it cannot be used for the Buddha; if there is consensus, it can be used universally. From 'if the Saṅgha' onward, second, it clarifies that flowers and fruits from the Saṅgha's garden may be offered for the Buddha's use. Saying that 'distributed portions are permissible' is because they have already been allocated to individuals. Saying 'without limit' is because there is a surplus. From 'if passed through' onward, third, it clarifies that when gardens and fields are intermingled, an exception is made so that it does not constitute [illicit] mutual use. From 'if belonging to' onward, fourth, it clarifies whether using water is permitted. 'Water belonging to the stūpa' means it is either on stūpa land or simply designated for stūpa use. 'Labor of the stūpa' means acquired through the management of the person maintaining the stūpa. That text states: 'If the one providing labor is a stūpa person, this water should be sold; the money belongs to the stūpa and cannot be used for other purposes; if used, its value is calculated.' The present text only states briefly that Saṅgha use incurs a grave [offense]. (An ancient note says: 'The phrase arrived, should say "those who obtain", because they did not see that text.') From 'if due to the Saṅgha' onward, that text states: 'If the stūpa has no person and the labor of bringing water is entirely by a Saṅgha person (meaning there is no manager for the stūpa, showing that the labor was obtained by the Saṅgha, hence it follows Saṅgha use).' 'Exceeding the limit incurs a grave [offense]' is also based on there being a defined limit for use; the offense is judged by calculating the value according to the amount of water.
