In the Daśādhyāya-vinaya, it first clarifies that flowers may generally be offered to the Buddha, because, as stated above, they either already belong to oneself or there is a surplus. From 'if' onward, it clarifies that fruit trees are provided for the Saṅgha. From 'tree bark' onward, it clarifies that miscellaneous items are permitted for individual use. Things like bark and leaves may reasonably be used permanently; things like cauldrons and pots are only permitted for temporary use.
