Regarding the theoretical resolution: the first section has two parts. The former clarifies that failing to announce definitely incurs an offense; first it reiterates the text of the treatise. From "Although..." downward, it determines the offense. "Although the bell was struck" is stated for fear that one might think that making the arrangement on the road is without fault. From "Because..." downward, it shows the reason for the offense. From "The Vinaya..." downward, it adduces a corroborating parallel. Among the four kinds of boundaries, "food is shared while legal transactions are distinct," as explained under the determination of boundaries. From "If for the sake of..." downward, the second clarifies that having announced, one avoids fault. Below, it points to the authority relied upon, the text being as cited above; according to its principle of harmonizing the Saṃgha to reduce usage, one can verify and understand it by comparison.
