二種常住中，初科。言如上者，即指《善見》。世有講者，或遷住處，隨意持去；不敬佛言，不識因果，不畏來苦；地獄罪人，何可語也！

Regarding the two kinds of permanent property: the first section. "As above" points to the Samantapāsādikā. In the world there are lecturers who, when changing dwelling places, take things away as they please; they do not revere the Buddha's words, do not recognize cause and effect, and do not fear future suffering; being people guilty of hell, how can one reason with them!
