二中，初引文。此下，義決；初指前文，且據無信。悠悠，謂遠離三寶，無所歸者。若下，次明有信。福食，謂檀越求福，施眾僧故。

In the second, first it cites the text. 'This,' and so forth, is a doctrinal determination: first, it refers to the preceding text, which was just based on those without faith. 'Uncommitted' means those who have strayed far from the Triratna and have nowhere to take refuge. 'If,' and so forth, next clarifies those with faith. 'Merit-food' means that which a dānapati offers to the saṃgha seeking merit.
