2.403

五中，謂犯王法，收禁牢獄者，初明未收面寄。言未收錄者，謂官未捉獲。若已下，次明已收口囑。露現出者，示公顯故。言我物者，彼既施僧，我亦預分故。此門，且據佛教，以論可不；此間王制，不可行之。

In the fifth, referring to those who violate royal law and are imprisoned: first, it clarifies entrusting in person before being arrested. 'Not yet recorded/seized' means the officials have not yet captured them. 'If already,' and so forth, next clarifies oral instruction after being arrested. 'Exposed and brought forth' shows that it is done openly in public. Saying 'my property' is because since they gave it to the Saṃgha, I also share in it. This section merely bases itself on the Buddha's teaching to discuss what is permissible or not; this cannot be carried out under the royal regulations here.
