In the correct explanation, the first part reconciles the intention of the root vinaya in ruling it a grave [offense]. Because it says the ṣaḍvargika took them with a mind of theft, this clearly shows that they knew these were the goods of the villagers; hence it was judged to constitute a grave [offense]. As for the hesitation regarding the rats, the mind of an animal is difficult to discern; one can only know it based on whether they had not yet hidden them, or further had not yet eaten them. "The remaining..." and below cites other schools to determine the offense. In the Daśādhyāya-vinaya: Regarding "the remains of a lion's [kill] incurring no offense," the ancient [masters] said: This beast does not eat cold meat, and what it leaves behind is not bound [to its possession].
