Regarding the house boundary: in the first section, it first demonstrates its substance. The Vinaya merely lists the name; hence it says there are no marks. "A house outside a village" refers to thatched cottages and the like in fields today. "Villages and settlements as [described] later" points to the subsequent section. "The Mahāsāṃghika-vinaya..." below clarifies measurements, first based on the Mahāsāṃghika-vinaya: multi-storied pavilions are measured outside the ladders and steps. Next, regarding its own school: storehouses and granaries are based on what is within the four perimeters. Neither of the two Vinayas gives the exact measurement of a house boundary; hence it says "neither has it." Here, based on the application of separate boundaries, it may be accepted or discarded according to the person; hence it says "as one pleases." (Some say: where there are no four barriers, rely on the Mahāsāṃghika-vinaya; where there are, take the Dharmaguptaka-vinaya.)
