次科，初明準上急教；以校本宗，雖開勢分，必約無礙，有則同彼。故下，引示，初明不犯。三事緩急，初明無礙有勢分，下二顯有礙無勢分。注云界外事者，雖非內礙，在外有緣，亦開捨故，寄此明之。若不下，次明離犯。

In the next section, it first explains that based on the above emergency teachings, comparing them with our own school, although an influential perimeter is permitted, it must be determined based on there being no obstruction; if there is one, it is the same as that [school]. "Hence..." below cites and demonstrates, first clarifying non-offense. The urgency of the three matters: the first clarifies that with no obstruction there is an influential perimeter; the lower two reveal that with an obstruction there is no influential perimeter. The note saying "matters outside the boundary" means that although it is not an internal obstruction, because there are external conditions, relinquishment is also permitted; this is clarified in connection with this. "If not..." below next clarifies committing an offense through separation.
