次科，《僧祇》，且據初位滿足示相。作衣下，明即作。所以爾者，以但三衣人，不說淨故。初明可竟。若下，開急竟。此律下，合上急竟。絣謂疎綴令定。

Under the next heading: the Mahāsāṃghika-vinaya indicates the marks provisionally based on sufficiency in the initial period. "Making the robe..." below explains making it immediately. The reason for this is that a person with only three robes does not declare purification (vikalpa). First it explains that it can be completed. "If..." below permits an urgent completion. "This Vinaya..." below matches the urgent completion above. "Basting" means loosely stitching to hold it in place.
