制意中，初文。一以多求則壞佛法；二由俗有上下，不必同心；三以求索過度，為人輕慢；四因覩少欲，信法尊勝。初是住持，中二滅惡，下即生善。

In the intention behind the formulation, the first passage: first, asking for much destroys the Buddha's Dharma; second, because among the laity there are high and low, and their minds are not necessarily uniform; third, because excessive solicitation causes people to look down on one; fourth, because seeing fewness of desires inspires faith in the supremacy of the Dharma. The first is maintenance [of the Dharma], the middle two extinguish evil, and the last produces good.
