In the exception conditions: first, the origin of the conditions. The passage beginning "The Buddha..." shows the procedure. In sequence there are four exceptions: first, taking one's own surplus; second, borrowing another's property; the latter two are both Saṅgha property. Robes that may be distributed are properties present for the Saṅgha of the ten directions; Saṅgha robes are perpetually permanent properties. The passage beginning "If he obtains..." explains the procedure for returning [them]. Treating them according to the Dharma means that if they are not returned to their original place, violating the prohibition is a duṣkṛta; if one takes them for oneself, it should be severe. The "Miscellaneous Section" broadly indicates the procedure when encountering bandits, so he refers to it here.
