The tenth. (The Buddha was in the city of Rājagṛha; a great minister sent a messenger with the price of a robe to Upananda; he handed the robe over to the agent of pure things, and later pressed for it urgently due to an urgent matter, causing him to be punished, and the rule was formulated accordingly.) The name of the precept: exceeding three speeches and six silences is called "exceeding the limit"; pressing the agent of pure things is called "impetuous and urgent." The Commentary asks: Does this precept concern harm to kings and ministers, or harm to the agent of pure things? Answer: Although originally kings and ministers, later it lies with the agent of pure things; the rule was formulated because of pressing and vexing, which applies only to the latter person. It also says: this precept should follow the one on keeping precious things, because it regulates the agent of pure things.
