不犯有四。上三準疏並吉。毳裝，舊云音壯，即細羊毛裘；雨中披行，北方多也。餘毛即頭項等。

Non-offenses are four. The upper three, according to the Commentary, are all duṣkṛtas. "Down garment": the old says the pronunciation is zhuang, namely a fine sheep's wool coat; worn walking in the rain, common in the north. "Other wool" refers to the head, neck, and so forth.
